you first make a layer that is the color of your choice(2). You then change the that layers to the hard-light format. Go back to the original layer the picture is on and select the portion you want to be that color. Copy that and paste on a new layer(3). Then go onto the color layer and delete all the color around the portion you put on layer(2). You can now delete layer (3). You are left with 2 layers, 1 with colors the other with the picture.
